Around seven lakh landless cultivators will get benefit under Balaram Yojana in the next two years. Chief Secretary Asit Kumar Tripathy has directed officials to provide agricultural loans to the landless farmers through joint liability groups (JLGs). IMAGE will coordinate to implement the scheme at the state level.
The Agricultural Technology Management Agency (ATMA) will coordinate at the district level. Under this scheme the government has announced to give the financial assistance to the landless farmers with an overall budget of Rs 1,040 Crores that helps the landless farmers to sustain at the time of present crisis. Besides, the government mentioned that the “Balaraj Yojana Scheme” would benefit around 7 Lakhs farmers providing employment opportunities who are currently unemployed during the crisis. Also added that the aspirants should register in Online Registration Portal to avail this scheme.
Balaram Yojana
The Odisha government has launched a Balaram Yojana to provide agricultural credit of Rs 1,040 crore to landless farmers who are facing hardships due to the coronavirus outbreak, officials said on July 3. During a high-level meeting at the Lok Seva Bhavan today, Chief Secretary AsitTripathy directed to extend credit facility to the landless farmers based on ‘social collateral’ through joint liability groups (JLGs).
Tripathy further directed to workout appropriate institutional mechanism for coordination and monitoring at different levels and around seven lakh landless cultivators will be benefited from the programme in the next two years.
Odisha is working on a rural loan of Rs 1,040 crore by the state government to benefit the landless farmers. In the next two years, the state government will work to provide loans to about 7 lakh farmers. Through this scheme, employment opportunities will be given to those farmers who are currently unemployed at the time of infection of corona virus. Under this scheme, IMAGE will co-ordinate the implementation of this scheme in state, whereas it’ll be coordinated by ATMA at district level. Both the agency will help in the management and will ensure that maximum number of farmers get the Benefits of Balaram Yojana Odisha.

In an official meeting conducted by the State Chief Secretary AK Tripathy , it has announced that the loan assistance is provided by Joint Liability Meetings (JLM). At state level the implementation and arrangement has given to IMAGE and in the district and rural level it has given to Agricultural Technology Management Agency (ATMA). Mr Saurabh Garg, Horticultural Secretary , said that both the IMAGE and ATMA will coordinate the “ Balaram Yojana Scheme”.
The beneficiaries will get credits through “JLM”. However, the implementation of this scheme is coordinated by over 7000 branches of various banks and agricultural cooperatives in the rural and small cities. The aim is to provide loans to at least 10 Joint Liability Groups( JLGS) so that 70,000 groups will get agricultural loans under this scheme. The scheme was prepared in collaboration with National Bank for Agriculture and Rural Development (NABARD).
- The plan was structured in a joint effort with the National Bank for Agriculture and Rural Development (NABARD).
- The farming specialists will actualize the program at the field level. There are around 7000 parts of various banks and PACS in rustic and semi-urban territories.
