Telangana State government and CM KCR issued action guidelines on Sunday to receive applications and streamline the Sada Binama. Sada Bainama registration of land for rural agricultural lands in Telangana state.
It contains executive asset transactions in plain white papers. Even though there is no legal sanctity, the transfer of land rights through such transactions is popular in rural Telangana.
Millions of poor people who have purchased small farmland through unregistered/plain paper transactions (Sada Bainama) have no degrees in Telangana.
According to the latest guidelines, all the applications for the regulation of Sada bainamas should be submitted only by the Mee Seva centers, along with details in a prescribed format.
Accordingly, each applicant must provide copies of the Aadhaar map, the Sada bainama document, the pattadar passport book number of the buyer and the seller (if available), and also other documentary evidence relating to the country, apart from the Sada bainama document, scan and upload.

Applicants can submit an acknowledgment as proof that they have submitted an online application to the Mee Seva Center. Telangana has released the New Sada Bainama Registration guidelines, regularization of agricultural land in rural areas becomes easy.
It is important to note that this scheme is not applicable for agricultural land transactions using sadabainama in Hyderabad Metropolitan Development Authority, Kakatiya Urban Development Authority, municipal corporations, and municipalities except for specified notified mandals.
Condition for This Scheme
- The transfers and alienations which took place prior to 2nd June 2014 and subject to producing SadaBainama of the dates before 2nd June, 2014.
- The regularizations shall be applicable only to the agricultural lands located in rural areas.
- This scheme shall not be applicable for the transfers pertaining to the lands located in the areas of Urban Local Bodies, Municipal Corporations, Municipalities and Nagar Panchayat.
- The Alienee/ transferee are a small / marginal farmer.
Documents Needed
Intending applicants should scan and upload copies of the following documents for Sada Bainama Registration in Telangana:-
- Aadhaar card
- Sada bainama document
- Pattadar passbook number of the buyer
- Pattadar passbook number of the seller (if available)
- Other documentary proof pertaining to the land.
Telangana will accept applications for regularization of farmlands for 15 days. The extent of land in more than five acres written as sad bainamas can also be regularized. The state government had issued a Government Order allowing free registration of sada bainamas till June 2, 2014.

- In Meeseva home screen under List of Services, select Revenue Department services.
- Select Regularization of Un Registered Sale Deeds (SADA BAINAMA) for Agriculture Lands in Rural Areas Service under Revenue Department.
- Regularization of Un Registered Sale Deeds (SADA BAINAMA) for Agriculture Lands in Rural Areas Request Screen will be displayed.
- Provide Applicant, Address Details.
- Enter seller (i.e.Alienee or transferee) Details and Seller Address.
- Give Details of sadabainama.
- Enter Informant Details.
- Collect the necessary supporting documents as indicated in the Regularization of un Registered Sale Deeds (SADA BAINAMA) for Agriculture Lands in Rural Areas request service page scan the documents and upload into the system.
- Click Show Payment. Another window appears requesting to Confirm Payment.
- Collect the amount from the Citizen and click Confirm Payment to submit the request.
- On confirmation, a receipt will be generated. The receipt will contain the Certificate delivery date request.
- Note: Ensure that you have sufficient balance with your service provider (SCA), else the system will not accept the request.
- On submission of the request, Citizen Receives Message. Like your Request for Regularization of un Registered Sale Deeds (SADA BAINAMA) for Agriculture Lands in Rural Areas has been entered vide Application Number, Transaction Id and sent to Dept.
- On submission, the request will be sent to the work flow of the respective Department for further processing.
