In order to regulate the newly established municipal corporations and municipalities, the Telangana government has ordered a new scheme for unapproved plots.
The Layout Regularization Scheme (LRS) will monitor open plots in unlicensed and illegal layouts in new municipalities. In order to implement the scheme in 73 new municipalities, Telangana has declared that the scheme will apply to the plots registered before 30 March 2018.
The Telangana state government, on October 29, issued further orders allowing LRS in newly created municipalities and recently merged villages as well. Further, the new order brought select villages merged with Municipal Development Corporations in Karimnagar, Nizamabad, Khammam and Siddipet. The corporations are directed to clear LRS applications within 90 days.

The HMDA governs the plots in the case of municipalities and municipal corporations that fall under HMDA limits. And for other municipalities, although they will be regularised by the Director of Town and Country Planning (DTCP), the applications have to be sent to the respective civic bodies.

- Ensure that your layout/plot falls in the categories applicable for regulation of unapproved layouts.
- Read the Application Form carefully and fill up all the columns correctly.
- Obtain the market value certificate of your plot from the concerned sub-registrar office to know the market value of your plot/site as on 28.10.2015 in Rs. Per Sq. Yd. so as to find out the %basic penalization charges to be paid.
- The application requires a list of documents to be enclosed. Ensure that all the documents required are enclosed with the application while submitting at Municipal office/Help Center.
- If you need any assistance, you may take the help of the Licensed Technical Personnel, Registered Architects, to guide you in filling up the Application Form, Calculation of the penalization charges payable and preparation of the required plans.
- If prior clearance is required from Competent Authority under Urban Land and Agriculture Land Ceiling Laws, Airport Authority/Defense Authorities of India as per G O M S No 151 MA&UD dated 02.11.2015. Ensure that these NOCs are submitted with the application.
- Use Calculation table to arrive at payable amounts and keep demand draft/pay order ready while applying online
- Ensure that the application is submitted before the last date fixed for receipt of applications.
- Before submitting the application at the places designated by the Competent Authority make sure that you have made a copy of filled in application form for your record.
- Fill the Online application carefully for the content and provide correct reference numbers of documents where ever required and submit. You may print the Acknowledgment online after viewing the submitted application form in your Dashboard.

LRS Scheme Payment Procedure and Print Receipt

- For 101 to 300 sq.m regularization charges will ₹ 400 per sq.m
- For 301 to 500 sq.m it will be ₹ 600 per sq.m
- And above 500 sq.m charges will ₹ 750 per sq.m
- For slums ₹ 5 per sq.m irrespective of plot and land value.

A pass book system to be introduced like agriculture pattedar pass book or Indian pass port type in place of Sale deed papers.
All transactions are to be entered/printed in the Sale deed pass book of the individuals (sale/purchase/GPA/mortgage/ gift etc so that no need to keep link documents of particular property.

How these documents of attested by Government gazetted officers in these covud 19 days. Bran less administration. Once it is attested sro , still what is this procedures. Correct the portal . PM is telling self attesting is enough. Calculating portal having two places sqr mtrs, two places sqr yards .. what is this , no body will check these portals , or no knowledge is there on upper officials. .

After filling application form for LRS what is the next step. Can i directly go to registrar office and pay challan for LRS or i will get notification on my phone .
Why the government allowed registration of plots in the unapproved layouts, why now it is punishing the poor buyers of the plots. Is this stupid government lost the mind while giving approvals for the layouts.
The State Govt has excellently designed the application, making easy for the common man by sitting at home and get the LRS done. Only thing is Govt has to consider about the penal Charges.
The Hon.ble Minister stated to have considered this issue for reducing charges, but it should come in the shape of Govt orders for things to move fast.
